Could someone expand on how ALSA needs to be configured to see the CIT-200 as a sound device?
One of those programs could be cit200xSkype which can be found on github (https://github.com/philsmd/cit200xSkype)
The CIT200 is automatically recognized as a USB alsa device as well as a HID in kernels >= 2.6.15 (ubuntu dapper). It's technically possible to create a program to interface with the headset and use the alsa audio device with the also OSS wrapper.
